Secondary Emergency Contact, and Designee. These relationships are
consistent with the values used by Defense Manpower Data Center (DMDC)
and Cerner for these relationships. Additions or modifications to entries
in this file should only be done through a national patch release.
Records in this file should not be added, edited, or deleted locally.
Doing so would likely cause database corruption.
