This file is used to store the possible NCPDP OTHER PAYER ID QUALIFIER codes,
which may be sent from a third-party payer to the VA on a claim response.
Third-party payer responses are stored in file 9002313.03, BPS
RESPONSES. Other payer ID qualifier codes are stored in sub-file
9002313.035501, OTHER PAYER ID MLTPL, field 339, OTHER PAYER ID QUALIFIER.
