Per VA Directive 6402, this file should not be modified.
This file is used to store the possible NCPDP HELP DESK PHONE NUMBER
QUALIFIER codes, which may be sent from a third-party payer to the
VA on a claim response.
Third-party payer responses are stored in file 9002313.03, BPS
RESPONSES. Help desk phone number qualifiers are stored in sub-file
9002313.0301, RESPONSES, field 549, HELP DESK PHONE NUMBER QUAL.
