This report will provide user edit type totals of encounters under the
               Connected=NO' but were changed to 'Service Connected=YES'.
 
4. SC KEPT - Number of outpatient encounters marked as 'Service
             Connected=YES' or 'Service Connected = No' that were not
             changed.
following categories per user:
 
1. REVIEW - Number of outpatient encounters set to Clinical Review.
 
2. SC to NSC - Number of outpatient encounters marked as 'Service
               Connected=YES' but were changed to 'Service Connected =NO'.
 
3. NSC to SC - Number of outpatient encounters marked as 'Service
