This option allows a selection list to be assigned to user(s) as his/her
option from these menus as well.
Cloned from "GMPL ASSIGN LIST" option.
preferred menu of problems to select from and/or to a clinic location as
its default list. A user's assignment will override a clinic assignment.
If a list is specified for the user in the Default Problem Selection List
Display [ORQQPL SELECTION LIST] parameter, then the Add New Problem(s)
option will present this list of problems to select from. If there are no
user defined lists, then a default clinic list will be presented.
Searching the Lexicon Utility for a problem not on this list is always an
