A covered Veteran is any Veteran who is enrolled in the system of annual 
patient enrollment established and operated under section 1705 of this title; 
or is not enrolled in such system but is otherwise entitled to hospital care, 
medical services, extended care services and community care services.
The VHAP Veteran Plan CCP Entitled Care is assigned to the Veterans who are 
not enrolled and SC 50% to 100%.
