This data element extracts all the claim level MEDICARE outpatient COB
data from the EOB file for the current and its associated bills.
The data is returned in the array IBXDATA(COB,n,3) where COB = the COB
sequence of the payer, n = the ien of the entry in file 361.1 and equals
the data on the '3' node of file 361.1 (3.01...3.99) for each accepted EOB
in the COB sequence.
