This function compares two dates and returns if the dates are different.

• SUBSCRIPT NAME:   OLD DATE IS SPECIFC
  DESCRIPTION:   

  This value tells the function the first date must be a specific date.
  

• SUBSCRIPT NAME:   NEW DATE IS SPECIFIC
  DESCRIPTION:   

  This value tells the function to only use the second date if it is a 
  specific date.
