This function finding will return the minimum value from a list of
Occurrence Count, across multiple findings the format is:
MIN_VALUE(I,"CSUBI",J,"CSUBJ",K,"CUSBK",...) where I, J, and K are
finding numbers and "CSUBI", "CSUBJ", and "CSUBK" are the CSUBs of
interest for those findings.

not numeric will be treated as having a value of 0.
To find the minimum for all occurrences, as specified by the
Occurrence Count, of a CSUB of a single finding the format is:
MIN_VALUE(N,"CSUB") where N is the finding number.
