Tobacco use cessation education should be offered annually to any patient
a new reminder definition.

This reminder is based on guidelines defined by the Ambulatory Care Expert
Panel and satisfies the "Smoking and Tobacco Use Counseling" guidelines
specified in the "Guidelines for Health Promotion and Disease
Prevention",M-2, Part IV, Chapter 9.
