When a Controlled Substance order is being created, this parameter
level. The order of precedence is as follows:
1 Division DIV [INSTITUTION]
2 System SYS [XXX.XXX.DOMAIN.EXT]
provides the message displayed if a patient's ZIP code is missing or
if the ZIP code is invalid.
The purpose of this message is to provide a point of contact to correct
the invalid ZIP code. This message may be set differently for each
Division within a multi-divisional facility. A message may also be set
at the System level. If no message is set at the Division level or at
the System level, then a generic message is provided at the package
