DESCRIPTION 
This parameter will control the ability to use the release delayed orders 
action if the OREVNT MANUAL RELEASE CONTROL parameter is set to Parameter 
or Both (Parameter and Keys).  If set to No or left blank then manual 
release will not be allowed.  If set to Yes then the manual release 
action my abe used.
