DESCRIPTION 
This will use the Kernel API to determine the current version of an 
application.

    REQUIRED:   YES
    SEQUENCE NUMBER:   1
    DESCRIPTION:   
    This is the full name of the PACKAGE file entry or the namespace for that 
package.
RETURN PARAMETER DESCRIPTION 
If the PACKAGE file entry is successfully found, then return the CURRENT 
VERSION value from the PACKAGE file.  Else return -1
 
This calls a Kernel API.  As such it will only work for an application 
that has an associated PACKAGE file entry.  It will work for DSI 
applications but not for VEJD.
