RPC will return 1 or 0 if the supplied file entry from REQUEST
SERVICES (#123.5) is marked as part of the Consults-Prosthetics
interface. This RPC is used by CPRS GUI to disable the Clinically
Indicated Date and the Decision Support Tool fields when ordering new or
editing cancelled Prosthetics consults.
