This RPC is used to match incoming eRx drugs/supply items to the VistA 
           If NDC, pass "N^ndc value"
           If UPN, pass "U^upn value"
 
  DGDESC - Textual drug description. Pass in the drug description or 
           'drug name'. (ex. ACETAMINOPHEN 400 MG TABLET).
