This RPC runs the Equipment Preventative Maintainance Report.  The report 
has 2 options: Deferred and No PM Scheduled.  For the Deferred option, it 
returns a list of equipment with PM of Deferred and a date assigned 
within the date range specified.  For the No PM Scheduled option, it 
returns a list of equipment which was entered within that last 6 months 
that has no PM scheduled.
