This RPC returns a list of open Purchase Card Transactions for the 
current user.

  This is the current user you wish to get the list for.

  DESCRIPTION:   

  This is the current site you are using

  DESCRIPTION:   

  This is the starting date of the report.
  

• DSSOSTP

  This is the ending date for the report.
   
  If no value is passed, defaults to today.
  

The return will be formatted as follows:
 
    p7 = Item Description      p8 = Item Cost
 
If there is nothing to report, "0^Nothing to report" will be returned.
If an error occurs, the return will be -1^error message.
