SDES2 BLOCK AND MOVE2 (5193)    REMOTE PROCEDURE (8994)

 This RPC allows the user to block and move an appointment. This will 
 block the availability in the slot the appointment was originally in and 
 move it to a new clinic. Returns the full appointment object.
