DESCRIPTION 
This API Supports the application of the user's electronic signature to a
TIU document while evaluating authorization, and validating the user's
electronic signature.

    This it the record number (IEN) in the TIU DOCUMENT FILE (#8925) for the
record which has been electronically signed.

    DESCRIPTION:   
    This is the network-encrypted string of what the user entered as his/her
electronic signature code.  The SIGN API will call Kernel to validate the
signature code, determine the user's role and privilege with respect to
the document in question, and apply the signature to the document, if
appropriate.
RETURN PARAMETER DESCRIPTION 
This is the error code which may result if the user enters an invalid
code, or if the Authorization/Subscription Utility determines that the
user is NOT authorized to sign (or cosign) the document, as specified by
the site's business rules.
