This patch will resolve the following issues.
Problem:

It was reported that almost all of the BCBU Contingency Error Alerts that
Divisional sites receive continually are for patients who are not admitted
or are deceased. Furthermore, testing of BCBU data for Clinic Orders reveals
that the patient records for clinics using BCMA are rarely complete causing
the menu options in BCBU to be placed OUT of ORDER to prevent medication
errors during contingency operations.
Resolution:

It was identified that updates for BCMA Medication Logs for patients that are
no longer inpatient fail to identify the correct division for which the HL7
message should be sent to. A fix was made to retrieve the correct Division
using the Institution in the Medication Log if the patient is no longer
inpatient. In addition, the BCBU Contingeny Error Alerts will no longer be
generated for patients that are deceased.
