1. TIU Text Alerts do not work if user requires a cosigner
Problem:
-------
When a TIU Text Event Alert is set up, a CPRS alert is sent to a team
whenever a note is signed that contains specific text. Users notified the

CACs that this did not seem to be working for author's who require a
cosigner. It was tested and confirmed. When signing a note as an
independent author, the TIU Text Event Alert was sent as expected. When
the author required a cosigner, no alert(s) were sent when the author
signed, and no alert(s) were sent when the cosigner signed.
Resolution:
----------
Routine TIUTIUS is modified to remove a line of code that stopped
processing text alerts when the Note had been signed and cosigned and the
cosigner and signer were different users.
