A problem was reported where a site was seeing:
This resulted from a pharmacy user choosing the dc'd order through
pharmacy options and at the ACTION (L N)? prompt choosing N. Then the
user was prompted:
DO YOU WANT TO MARK THIS ORDER AS 'NOT TO BE GIVEN'? No//.
The user took the default of no, but the call to RETURN^ORX was still
made.
This patch corrects this problem.
