1. A problem was reported by sites where, under certain circumstances,
undefined errors. This patch corrects this problem by defining the
variable if it has not already been defined.

IV orders which are finished using the Non-Verified/Pending Orders [PSJU
VBW] option cause an undefined P(17) error to occur. Since the problem
cannot be reproduced on demand, this patch will address this problem by
informing the user an error occurred and that their changes will not be
saved, and then allowing the user to exit the option gracefully.
