associated with the encounter, it looks at the progress note and reports
the date the PN was signed by the provider. It then looks at the results
and reports the encounter as compliant or non compliant based on
nationally or locally defined criteria.

OQP is interested in gathering data for a performance indicators involving
Scheduling and TIU.
This patch addresses the indicator; it measures the percentages of
outpatient encounters in ambulatory care with a completed or amended
electronic progress notes signed by the primary care provider for that
