1. LOCKING OF SURGICAL CASES FOR EDITING

This patch modifies the software responsible for printing

chart copy and all other users will be allowed to print a work copy
only.
3. QUARTERLY REPORT ARRAY CLEANUP
This patch updates the software that generates the Surgery Quarterly
