This interactive entry point allows access to the
CPRS actions to flag and unflag an order, from outside of CPRS; the user will
be prompted to enter a reason for un/flagging the order, as well as a user who
should receive an alert to review the order. No output is returned from this
call, the order is simply updated in the Orders file #100.
