VistA Imaging is granted permission to read the PACKAGE
file (9.4) to obtain the list of installed patches for VistA Imaging.   Since
the people who often maintain the host Vista database are not the same as the
ones who support the networked workstations, there is sometimes a disparity
between the KIDS installs and the Imaging workstation's InstallShield
installs.  This functionality is an attempt to help get the two in synch.
