This field may contain a written clinical history
pertinent to the procedure requested, as well as instructions to the
interpreting physician.  The entire field data is included in the outbound HL7
ADT message sent by PFSS to the external medical billing system for purposes
of pre-certification of Radiologic exams.

INTEGRATED BILLING 
The code for the message builders for many of the
outbound HL7 ADT messages is located within the IBB namespace of INTEGRATED
BILLING.  For efficiency the message builder will access the data in field
#400 of file #75.1 by direct global read.  The data from field #400 is sent to
the external medical billing system as required for pre-certification of
Radiologic exams.
