FBARRLTC	Input	This array is required to be populated for this routine to work properly. The array is created by MKARRLTC^FBPCR4. The output is array FBARRLTC() with format FBARRLTC(POV code)=value where POV code is a purpose of visit code (external value) for long term care where value: = 1 if POV code is for LTC and recoverable from LTC copayment = 2 if POV code is for LTC but it is not a subject of LTC copayment

FBPOV	Input	POV Code for LTC determination
$$CATC	Output	Copay liability. Possible values are: 0 - the patient is not liable for any co-pay; 1 - if means test or pending adjudication and agree to pay deductible; 2 - the patient is liable for LTC co-pay; 3 - no 1010EC on file; 4 - more analysis is needed to determine the patient liability
