CPRS Placer, which can be a pointer to the
PRESCRIPTION file (#52) or the OUTPATIENT PENDING ORDER file (#52.41). If the
value is numeric only it is assumed to be a pointer to the PRESCRIPTION file
(#52), otherwise if the value is appended with the letter "S" at the end it
means the numeric part of the input parameter is a pointer to the PENDING
OUTPATIENT ORDER file (#52.41).

Returns "-1^Not a Valid Outpatient Medication Order."
if the prescription record cannot be found.
Returns "0^<Reason>" if the order cannot be copied (e.g., "0^This Drug has
been Inactivated.")
Returns "1" if the order can be copied.
