GENERAL DESCRIPTION 
For CPRS v32 development, the OR and GMTS packages need
access to an existing lab report API, $$PLSADDR^LR7OSUM2, which has also been
modified for CPRS v32. The modification is to allow an optional effective date
to be passed, so the correct current or archived facility address will be
pulled based on that date. These changes are all related to NSR 20081206 and
will be part of the CPRS v32 bundled release.

available based on the ien and effective date, the current physical address
will be returned.
