Permission requested for initial release of DSSO 2.0

Due to namespace conversion of the Advanced Prosthetics Acquisition Tool
(APAT) product from DSIVA to DSSO, it is necessary to convert the existing
DSIVA-namespaced parameter definitions to the new DSSO namespace.

For this, there will be a one-time installation routine which will utilize the
"B" cross-reference of the PARAMETER DEFINITION FILE (#8989.51) to loop
through each instance of a DSIVA-namespaced parameter.  In this loop, each
parameter NAME and DISPLAY NAME will have DSIVA replaced with DSSO using
FileMan API FILE^DIE.

To prepare for the need to back out, there is also a one-time routine which
will utilize the "B" cross-reference of the PARAMETER DEFINITION FILE
(#8989.51) to loop through each instance of a DSSO-namespaced parameter.  In
this loop, each parameter NAME and DISPLAY NAME will have DSSO replaced with
DSIVA using FileMan API FILE^DIE.
