The CCRA TIU filer makes a call to the SETDA^GMRCGUIB
API to get the DA value for the new comment that is added to the consult when
filing a new CCRA TIU note.

The CCRA TIU filer then makes a call to the SETCOM^GMRCGUIB API to file the
new comment in the consult's activity log.
