This function will return '1' if the given
prescription/fill is for a TRICARE or CHAMPVA patient, there is already an
eT/eC pseudo reject on the prescription, and that reject has been
closed/resolved.  Otherwise, it will return '0'.  eT and eC are reject codes
applied to TRICARE/ CHAMPVA prescriptions which the system determines to be
non-billable prior to any claims being sent.
