API to determine if an IFC involves Cerner

GENERAL DESCRIPTION

When an addendum belonging to an Inter-Facility Consult
involving Cerner is deleted, HL7 notification of that event is not transmitted
to Cerner.  Patch GMRC*3*189 creates a mechanism to correct this.  A GMRC
function provides an API that can be called to determine if a consult is an
IFC involving Cerner.
