USER Starting Task    ICR (7573)

The CIRN package has a monitoring process in routine
RGMTMONT that examines numerous touchpoints such as PROTOCOLS,  OPTIONS and
other FILE references to ensure that the site is configured appropriately to
communicate with the Master Patient Index (MPI). Any problems/issues uncovered
are transmitted back to the MPI for display during our daily monitoring of the
VistA sites. CIRN will augment this monitor processing to also include
information on if the INCOMING FILERS have been started by POSTMASTER, as
POSTMASTER does not have the required privileges to execute Remote Procedures
Calls remotely when passed through the XWB2HL7 application programming
interface.

The CLINICAL INFO RESOURCE NETWORK (CIRN) package needs
to be able to retrieve the User (#3) in the TASKS (#14.4) file to determine
who started the incoming HL7 filer task process(es) and ensure that it was not
POSTMASTER. Implemented with RG*1.0*79.
