GENERAL DESCRIPTION 
This restricted RPC will be used exclusively by the MPI
to allow visibility into the NEW PERSON FIELD MONITOR (#8933.1) file to enable
more active troubleshooting/resolution of future issues encountered at sites
through the viewing/editing of entries. In addition, having the ability to add
a Pending entry to this file will also allow MPI to automatically update the
VistA IDs list for the user by removing their terminated and/or disusered
historical entries.

This RPC allows execution of the following processes on the NEW PERSON FIELD
MONITOR (#8933.1) file:

- Retrieve the First Pending Entry
- Retrieve the Last Entry for a DUZ in the file (Regardless of Status)
- Retrieve ALL Pending Entries for a DUZ
- Flip Requires Transmission Flag for First Pending entry for a DUZ
- Flip Requires Transmission Flag for ALL Pending entries for a DUZ
- Add a new Pending Record for a DUZ

patch MPI*1.0*165 will use this Remote Procedure Call (RPC) to remotely
view/modify entries in the NEW PERSON FIELD MONITOR (#8933.1) file for a
specific Designated User ID (DUZ) in the NEW PERSON (#200) file at a specific
site.
