  1. ;;The protocol for conducting examinations on former
  1. ;;POWs should include the following and be faxed in
  1. ;;in its entirety to the regional office.
  1. ;;
  1. ;;1. The veteran completes VAF 10-0048, Former POW
  1. ;;Medical History, which the examiners should review.
  1. ;;
  1. ;;2. The examination should include an exam for all
  1. ;;presumptive POW disabilities, as well as any other
  1. ;;disabilities claimed by the veteran. All laboratory
  1. ;;and diagnostic tests should be completed and reviewed
  1. ;;prior to completing the summary of findings.
  1. ;;
  1. ;;3. A mental disorders examination should be conducted.
  1. ;;An appropriate worksheet is attached.
  1. ;;
  1. ;;4. A social survey should be conducted. An appropriate
  1. ;;worksheet is also attached.
  1. ;;
  1. ;;5. The POW Physician Coordinator should complete
  1. ;;summary of findings, diagnoses, and recommendations.
  1. ;;The POW Physician Coordinator may express his or
  1. ;;her judgement about the possible epidemiological
  1. ;;factors and/or etiological origins of any noted
  1. ;;disabilities.
  1. ;;
  1. ;;6. The following conditions are presumptive POW
  1. ;;disabilities:
  1. ;;
  1. ;;Avitaminosis
  1. ;;Beriberi (including beriberi heart disease)
  1. ;;Chronic dysentery
  1. ;;Helminthiasis
  1. ;;Malnutrition (including optic atrophy associated with
  1. ;; malnutrition)
  1. ;;Pellagra
  1. ;;any other nutritional dificiency
  1. ;;Psychosis
  1. ;;Any of the anxiety states
  1. ;;Post-traumatic osteoarthritis
  1. ;;Organic residuals of frostbite
  1. ;;Peptic ulcer disease
  1. ;;Irritable bowel syndrome
  1. ;;Peripheral neuropathy
  1. ;;|TOP|
  1. ;;7. Because the term "irritable bowel syndrome", as
  1. ;;applied to former POWs, includes a number of other
  1. ;;conditions, and because the rating schedule places
  1. ;;restrictions on the evaluation of co-existing gastro-
  1. ;;intestinal conditions, it is important that all
  1. ;;gastrointestinal disorders found be described in
  1. ;;detail. The term "peptic ulcer" is not proper for
  1. ;;evaluation purposes. You should specify "gastric",
  1. ;;"marginal", or "duodenal" as appropriate.
  1. ;;
  1. ;;8. In many cases, the contemporary treatment records
  1. ;;for the initial manifestation of POW presumptive
  1. ;;diseases will no longer be available because of the
  1. ;;passage of time, death of the physician, etc. Histories
  1. ;;of specific diseases should include whether the
  1. ;;veteran recalls his symptoms at the time so the
  1. ;;rating board can determine whether conditions now
  1. ;;present, but non-compensable, were of compensable degree
  1. ;;in the past.
