  1. ;;NOTE: To clarify Item VII above: "Instrumental activities of daily living"

  1. ;; own medications, and using a telephone. These activities are
  1. ;; distinguished from "Activities of daily living", which refer to basic
  1. ;; self-care and include bathing or showering, dressing, eating, getting

  1. ;; Mental competency, for VA benefits purposes, refers only to the ability
  1. ;; of the veteran to manage VA benefit payments in his or her own best
  1. ;; interest, and not to any other subject. Mental incompetency, for VA
  1. ;; benefits purposes, means that the veteran, because of injury or disease,
  1. ;; is not capable to managing benefit payments in his or her own best
  1. ;; interest. In order to assist raters in making a legal determination
  1. ;; as to competency, please address the following:
  1. ;;
  1. ;; a. What is the impact of injury or disease on the veteran's ability to
  1. ;; manage his or her financial affairs, including consideration of such
  1. ;; things as knowing the amount of his or her VA benefit payment,
  1. ;; knowing the amounts and types of bills owed monthly, and handling
  1. ;; the payment prudently? Does the veteran handle money and pay the
  1. ;; bills himself or herself?
  1. ;; b. Based on your examination, do you believe the veteran is capable of
  1. ;; managing his or her financial affairs? Please provide examples to
  1. ;; support your conclusion. If you believe a Social Work Service
  1. ;; assessment is needed before you can give your opinion on the
  1. ;; veteran's ability to manage his or her financial affairs, please
  1. ;; explain why.

  1. ;; 4. Note: When a mental disorder is present, state, or ask the mental
  1. ;; disorders examiner to state, to the extent possible, which
  1. ;; emotional/behavior signs and symptoms are part of a co-morbid mental
