This menu option supports two distinct methods of transferring active
stock.  The first "copies" active stock from a Narcotic Area of Use
into another Narcotic Area of Use.  The second "copies" active stock
from a AR/WS Area of Use into a Controlled Substances Narcotic Area
of Use.
