Two new local registries will be added to this patch.  VA HEAD AND NECK 
A conversion included in the post-init to set the status from pending to 
confirmed for all HEPC and HIV records in the registries.   Also pending 
comments will be deleted out.
and VA HYPOTHYROIDISM.
The AUTO CONFIRM  field of the ROR REGISTRY PARAMETERS (798.1) will be 
set to Yes to auto confirm for the two national registries VA HEPC and VA 
HIV.
All code pertaining to pending in the two national registries VA HEPC and 
VA HIV will be documented in the code as pending but will be commented as 
such.
A new HIV drug will be added to the file.
