Patch ICD*18.0*2 was released 11/2/2001. That patch inactivated several ICD9
521.0 or 525.1 which were inactivated by the ICD*18*2 patch as of Oct 1, 2001
ICD9 code 521.0 will be remapped to 521.00
ICD9 code 525.1 will be remapped to 525.10
The post-init will check three things:
