This file contains vendors of the Core Financial
Logistics System (coreFLS) used by the site's local system. Entries should
only be added and updated through the applications interfaced with coreFLS,
routine DGBTCSL.

The DGBTCSL routine is the interface for the Patient
Management System packages (Beneficiary Travel, Incomplete Records Tracking,
and Library) to the CoreFLS system. This routine consists of a module for a
standalone query to add CoreFLS vendors to the LOCAL VENDOR file (#392.31).
It also handles output transform and Filemanager calls from Library and
Beneficiary Travel templates and routines when edits to there pointed fields
to the LOCAL VENDOR file (#392.31) are made.

The Enrollment and Eligibility (VistA REE) software
needs access to the Beneficiary Travel Certification file in order to satisfy
the requirements of the Veterans Financial Assessment (VFA) project.
NOTE: ICR was entered in 2013 but never activated. The BENEFICIARY TRAVEL
CERTIFICATION (#392.2) file is accessed from SET+16 in routine EASBTBUL to use
FileMAN API $$FIND1~DIC to get the IFN in file 392.2. A comment at SET+15 in
the routine states this file data does not exist. SET+18 is a commented out
line calling $$GET1~DIQ to retrieve the Date Certified field and compare it to
the current date. Active code is referencing the file and an ICR is needed.
On 4/13/18, the Status was changed from Pending to Deferred because the value
retured by the DIC call is not used. If a future patch activates the line of
code in SET+18~EASBTBUL, the ICR can be re-evaluated and activated if
approved.
