Integrated Billing requests use of the function
$$EXOE^SDCOU2.  The purpose of the function is to determine whether the
classification questions should be asked for a specific outpatient encounter.
IB needs to know whether the classification questions were not asked of
patients who have claimed exposures, so that a message may be sent to the
Category C Billing mailgroup to alert MCCR personnel to manually review
whether that particular encounter was actually related to the veteran's
claimed exposures.
