The Library package was decommissioned with LBR*2.5*15. This ICR was retired
with the release of the Library patch. A Beneficiary Travel patch will be
released in the future removing references to the Library package.

LIBRARY PARAMETERS file (#680.6) contains the field DEFAULT COREFLS VENDOR
(#.09) which is a pointer containing CoreFLS vendors from the LOCAL VENDOR
file (#392.31).
Through the Library application when entering a DEFAULT COREFLS VENDOR, if the
query to CoreFLS is made to enter a new vendor to the LOCAL VENDOR file, then
the routine DGBTCSL is executed that will add the new the LOCAL VENDOR file
and add the entry to the DEFAULT COREFLS VENDOR field.
This agreement allows the routine DGBTCSL of the Beneficiary Travel package
which controls the LOCAL VENDOR file of CoreFLS vendors with the ability to
update the DEFAULT COREFLS VENDOR from the DGBTFLS routine.

03/19/18-DT: Library package is decommissioned with
LBR*2.5*215. Rishan checked with Bay Pines as they were the only facility
using CoreFLS and they are migrating away from CoreFLS. That means that
CoreFLS won't need the interface between Beneficiary Travel and Library. The
code will need to be removed/disabled from Beneficiary Travel in the future.
