This generic function creates HL7 VA-Specific Rated
Disabilities (ZRD) segments for a patient.

commas. If not passed, the API will return all data fields.

Optional. Closed root of the destination array that
will hold HL7 ZRD segments. If not defined or an empty string, then
^TMP("VAFZRD",$J) will be used.
