The USESSAN function returns zero if the legacy
accession number is used and one if the site specific accession number (SSAN)
is used.
The format of the legacy accession number is: mmddyy-case number.
The value for mmddyy is derived from the EXAM DATE (sub-dd: 70.02; fld: .01).
The case number is derived from the CASE NUMBER (sub-dd: 70.03; fld: .01).
The site specific accession number is the legacy accession number with a site
specific prefix.
The site specific prefix is derived from the DEFAULT INSTITUTION (#217) field
of the KERNEL SYSTEM PARAMETERS (#8989.3) file. Once the institution is
identified we truncate the first three characters of the station number and
appended those characters to the front of the legacy accession number.
Example (where '123' is the station number prefix & 4546 is the case number):
123-032411-4546.
