VA POINT OF SERVICE (KIOSKS) 
VA Point Service (VPS) Kiosks collects vital
measurement information through its staff-facing and patient-facing
application.  VPS needs to provide an alert when a vital measurement is
outside the range of normal measurement values for a vital type.

VPS will call ABBVAL with a vital type IEN in GMRV VITALS PARAMETERS file
#120.57 to obtain the high and low measurement values of a vital type.
