different segments that make up the PHA (Procurement
History Activity) transaction.  This validation
indicates whether aspects of the order have to be re-
edited or a supporting file like the site's ADMIN.
ACTIVITY SITE PARAMETER file (#411) entry needs to
be corrected because as the file entries are currently
populated a correct PHA cannot be built.
