IFCAP wants to use VA FileMan API $$FIND1^DIC() to look
up the FINANCIAL MANAGEMENT BATCH TYPE, look up the RECEIVING USER 'XXX' and
then use $$GET1^DIQ() to get the value of the DOMAIN MAIL ROUTER to ensure
that while testing in mirror/test accounts, FMS transactions are sent to the
test queue Q-FMT.DNS, rather than the production queue Q-FMS.DNS.
